TWO SEMINARS HELD UNDER IPA PROJECT |
Two seminars on Financial Management and Fundraising
Strategies and Management of Grants in the Context of EU Programs for Youth and
Pre-accession Funds were held in the Parliamentary Assembly of BiH in Sarajevo on 20-21 May 2013 within the IPA project EU Support for the Coordination and
Implementation of the Coordinated Policy for Youth in BiH. In addition to the participation of the representatives of the Commission for Coordination of Youth Issues in BiH, the representatives of the Ministry of Civil
Affairs of BiH, entity ministries, Brcko District
of BiH and the representatives of youth NGO in BiH also
participated in the seminar.
The seminar participants
acquired new knowledge and skills in the fields of finances and the possibility of finding additional funds for the
Commission, fundraising techniques, financial management with special emphasis
on financial management in the implementation of projects implemented by the
budget users and creating budgets for projects of EU youth programs and pre-accession
funds.
IPA
project EU Support for the Coordination
and Implementation of the Coordinated Policy for Youth in BiH is being
implemented through five components aimed at increasing the capacity of the
Commission for Coordination of Youth Issues in BiH, as well as other project
beneficiaries, enhancing monitoring and evaluation procedures, and improving
knowledge related to the development of community programs for youth.

CONFERENCE ON THE WORK OF THE STUDENT COUNCIL OF BOSNIA AND HERZEGOVINA |
The
conference to present results of the work of the Student Council Network in BiH
was held on Monday, the 13th May 2013, in the Parliamentary Assembly of Bosnia
and Herzegovina. The conference was
organized in cooperation with the Commission for Coordination of Youth Issues
in BiH (CCYI BiH), OKC Banja Luka and ACED. The President
of the Commission, Ms Mirjana Nikolic, addressed the participants on behalf of
the Commission for Coordination of Youth Issues in BiH, and on this occasion
presented the Commission's work in recent years and a plan for future
activities. The
Conference was attended and addressed by the Federal Minister of Science and
Education, Mr. Damir Masic, Mr. Damir Marjanovic of Sarajevo Canton, Mr. Mirko
Trifunovic of the Zenica-Doboj Canton, Mr. Zlatko Hadziomerovic of the
Herzegovina-Neretva Canton, and Nela Sladojevic of the Ministry of Family,
Youth and Sports of the RS Government. Students from all parts of Bosnia and
Herzegovina asked questions and got answers and promises by the ministers
responsible for youth concerning some specific issues to enhance the position
of high school students throughout BiH. The students
presented a wooden baton made in the shape of Bosnia and Herzegovina at the
end of the Conference, and expressed hope that the student relay race would be
annually organized for students in cooperation with the CCYI BiH and all the
ministries responsible for youth issues throughout the country, in order to
work together and improve the position of high school students in Bosnia and
Herzegovina.

Training - Preparing applications for the Youth in Action programme |
The implementation of annual project “Support to BiH in Specific EU Programmes” began in late February 2013, i.e. MEDIA 2007, Creative Europe, Lifelong Learning, Youth in Action and PROGRESS. Partners in the implementation of this project, which is funded by the European Union, are: the Ministry of Civil Affairs of Bosnia and Herzegovina, the Commission for Coordination of Youth Issues in BiH, Directorate for European Integration of Bosnia and Herzegovina (DEI) and EPRD Consortium. The project aims to provide support to the BiH institutions and potential applicants from BiH to take greater participation in specific EU programmes.
12. The first training for the organizations in BiH dealing with youth issues was held on 12 April in Sarajevo (Hotel Hollywood), in order to increase the number of successful applications for the Youth in Action programme.
The training was attended by twenty representatives of the organizations dealing with youth issues from many cities in Bosnia and Herzegovina.
The aim of the training was to familiarize interested organizations with the procedure of project application, filling out applications or the entire project preparation.
Four one-day trainings to prepare applications in two rounds were planned within the project for the two groups of interested organizations. The first round of one-day trainings will be held in Sarajevo, and the other in Banja Luka. The same group of organizations should attend one round.
The second training will be held in Sarajevo on 13 May 2013.
Scheduled dates to hold the second round of one-day trainings in Banja Luka are 7 June and 5 July 2013.

2nd EYCA Info Day, organized by the Commission for
Coordination of Youth Issues in BiH and youth organization AUCTUS
from Banja Luka, which is a license holder to develop ISIC and EYCA
Youth Cards in BiH, was held on Saturday, 9 March 2013, in the
Parliamentary Assembly of Bosnia and Herzegovina in Sarajevo.
Around 30 representatives of youth organizations from several towns
in Bosnia and Herzegovina had the opportunity to get acquainted with
discounts and benefits to young people provided by the European Youth
Card. The
field experiences were presented by volunteers in AUCTUS, who have
already been working on the development and promotion of the card in
their local communities for six months.
Gazelle Pudar, the representative of EYCA Card in the Republic of
Srpska presented longstanding experience in the development of the
European Youth Card, which promotes awareness, mobility and
participation of young people.
Bosnia and Herzegovina became an associate member of
the EYCA (European Youth Card Association), thanks to the Commission
for Coordination of Youth Issues in BiH which completed all legal
procedures for the accession of Bosnia and Herzegovina to the Council
of Europe Partial Agreement on Youth Mobility through the Youth Card.
Thereafter,
the Association Agreement between the European Youth
Card
Association and NGO AUCTUS from Banja Luka, the license holder to
develop and distribute cards to youth in BiH (EYCA and ISIC cards),
was signed in June 2012, at the EYCA Conference in Moscow.
Youth in BiH are currently not able to use about 50
EYCA discounts, in the amount of 5-50%, on transportation,
accommodation, shopping, clothes, etc., in Sarajevo, Banja Luka,
Bijeljina and Gradiska, while the discounts in several other cities
in BiH are being prepared.
Aleksandar Mitrovic, the chairwoman of the Council of
Europe Partial Agreement on Youth Mobility through the Youth Card,
has presented opportunities for young people at European level.
Also, on this occasion the participants
were presented with the activities and plans of the Commission for
Coordination of Youth Issues in BiH, which supports the development
of this card in BiH.
Brief presentations of the EU program "Youth in Action",
IPA project "EU Support for the Coordination and Implementation
of a Coordinated Policy for Youth in Bosnia and Herzegovina",
the Youth Development Institute and CULT Community from Sarajevo were
held in the second part of the program.
