Information on Applications for Published Invitations

Pursuant to Article 8, of the Decision of the Council of Ministers of Bosnia and Herzegovina, in June 2007, the Commission for Coordination of Youth Affairs of the Council of Ministers of BiH started the process for drafting of the Youth Policy document in BiH.

In reference to the established guidelines for drafting of this significant document for youth, two public invitations were published as follows:

1. Public invitation to youth organizations in BiH on the part of the Commission for cooperation on drafting of the Youth Policy document and for submission of proposed activities within it;

2. Public invitation on the part of the partner of the Commission, the German Technical Cooperation Association GTZ, for expression of interest to all interested companies or company consortiums to express their interest for provision of services involving development of the study “Analysis of the Situation of Youth and the Youth Sector in BiH”.

Both invitations were opened by the end of July and were closed with the following results: 24 organizations applied for the invitation to youth organizations, coming from Sarajevo, Banja Luka, Mostar, Brcko, Tuzla, Siroki Brijeg, Srebrenica, Gradacac, Vlasenica, Travnik, Uskoplje, Doboj, Priboj/Lopare, and Ilidza (Association of Independent Authors GETO, Youth Communications Center, Action Against AIDS, Educational Center for Democracy and Human Rights CIVTAS, BoHemsa – Association of the Medical Students in BiH, Association of Citizens Zelene staze, Young Liberals of BiH, Youth Information Agency - OIA BiH, ACIPS Center for Interdisciplinary Postgraduate Studies, KULT Association – Ilidza Office, Association of Youth in Tuzla, Youth Parliament in Tuzla, Association for Protection of Environment and Cultural and Historical Heritage EKO-ZH, Youth Council of BiH, Association of Citizens Youth Center of Gornji Vakuf – Uskoplje, PRONI Center for Youth Development of the Brcko District of BiH, Student Council of the University of Mostar, UG EKO Leonardo – Youth Club, Center for Education of Youth CEM, Center for Youth Work and Informal Education  CORNO, Youth Council of Vlasenica, Youth Commission of the Travnik Municipality, Youth Council of Srebrenica, KULT Association – Gradacac Office, UG "Kuca plamena mira")

Upon the invitation by the GTZ, a sufficient number of companies applied with good quality offers in order for the public invitation to be successful, so the companies meeting the following criteria were selected: past experiences - references; volume, success in business performance and organizational qualities; and expertise of the persons supposed to perform this demanding job.
These companies were given the ToR, based on the guidelines provided by the Commission, including the areas involving youth policy and timelines. Based on this ToR they are supposed to submit bids in terms of methodology, roles and tasks of the persons to perform this, and the financial offer for performance.
The ToR stresses the role of the Commission, that is, the need for cooperation with the Commission, GTZ, and in particular with the government and non-governmental sectors, and with international organizations already involved in the area of youth policy.  After the negotiations are conducted with the GTZ, the most successful bid shall be accepted. Signing of the agreement shall be completed by October 1, 2007, and the ordered task must be completed by April 30, 2008.

The Commission for Coordination of Youth Affairs shall provide timely information to the public and the youth on all further activities involved in the process of creation of the Youth Policy document.
